synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation: proposals are being requested and a written
solicitation will not be issued. The US Army TACOM-ARDEC is soliciting
for a commercially available Vertical Band Saw machine with horizontal
feed table. Remote control console to be provided with necessary
conduit, hoses, wiring, piping, etc. to allow the console to be placed
up to 20 from the machine. Remote control panel to have direct readout
from machine for band saw speed in feet per minute and work table feed
in inches per minute. Unit to also have pressure sensitive hydraulic
metering valve giving a variable feed pressure infinitely adjustable
from 20 to 200 pounds. Feed table traverse rate, cutting pressure and
blade speed are all to be adjustable from the remote control panel.
Digital readouts shall be used to monitor the above. Throat size from
frame to blade to be 24 minimum. Minimum capacity of the machine to be
10 diameter. Minimum feed table travel and horizontal capacity to be
42 . The machine, hydraulic power unit and operator controls shall be
in their own areas, app. 20 apart. The saw will be rated Division 1
Hazard, the hydraulic power unit will be general purpose, and the
operator controls will be rated Division 2 hazard. Motors to be
220/440V AC, 60 cycle, 3 phase, and controls to be 110V AC, 60 cycle,
1 phase. Worktable travel speed to be infinitely adjustable from 0 to
6 per minute. Blade size: 1 X .035 X 16 maximum. Blade speed to be
infinitely adjustable from 50 to 300 feet per minute. Table capacity to
be 500- lb. minimum. Hydraulic holding fixture (jaws) to be provided
with adjustable feature for splitting workpiece lengthwise to section
workpiece 90 degrees from the centerline with a lock to set any angle
in between. Fixture to have positive clamp or lock to hold workpiece
secure while cutting. Coolant system: non-recirculating water system to
floor drain. Interlock to stop the saw blade if the coolant is not
present when the blade is cutting the material. Remote control panel to
be provided with enough hoses, piping, conduit, wiring, etc. to allow
the control panel to be installed at a minimum distance of 20 from the
machine. Floor area in which the saw is to be installed can be no
larger than: 11 x 8 x 8 tall. Installation to be provided by the
manufacturer at US Army, ARDEC, B.604C. Training will be provided by
the manufacturer on set- up, maintenance, and operation of the saw.
Interested firms should submit a proposal as well as a detailed
operational explanation of the unit and associated equipment. Award
shall be made to the offer whose proposal represents the best value to
the Government. Suitability for Use, and Price Risk shall be
subjectively compared to determine the combination that is most
advantageous to the Government and an award shall be made on that
basis. The Government reserves the right to make award to other than
the lowest priced offer(s) or to other than the offer(s) with the
lowest Proposal Risk rating if the PCO determines that to do so would
result in the best value to the Government. The proposals will be
reviewed for Suitability for Use based on in- house technical
evaluation. Suitability for Use and Cost are equally important. Offers
