The Government intends to procure this modification under the authority of 10 USC 2304(c)(1), as implemented by FAR 6.302-1. Northern Research and Engineering as the Original Equipment Manufacturing (OEM) of the hardware requires and is the only known source with the knowledge, experience and proprietary data necessary to need the needs of the CH-60S and the Navy. All responsible sources may submit a proposal which may be considered by the government in determining whether to conduct a competitive procurement.
