dick.bennett@noaa.gov. FISHERIES RESEARCH VESSEL -- The National
Oceanic and Atmospheric Administration (NOAA) is seeking proposals for
the detail design and construction of a Forty Day Endurance Fisheries
Research Vessel (FRV-40), with options for three additional ships in
subsequent fiscal years, plus spare parts, outfitting material,
logistical documentation, services and crew training. The FRV-40
acquisition program is intended to obtain acoustically quiet,
state-of-the-art research vessels to satisfy the scientific needs of
the National Marine Fisheries Service (NMFS). The primary missions of
the FRV-40 include fisheries stock assessment, long term history of the
health of fish stocks, oceanography, marine mammal research, research
gear evaluation, atmospheric and sea surface measurements, and
development of advanced technologies for fisheries research and
assessment. The design features of the FRV-40 include: LOA 63.9 meters,
beam 15.0 meters, design draft 5.9/9.0 meters (centerboard up/down),
and a diesel-electric propulsion system with a five-bladed fixed pitch
propeller. The ship will have a range of 12,000 nautical miles, a
trial speed of 14 knots, and will carry a complement of 39 persons.

http://www.sao.noaa.gov/frv. Integrating fishing systems with the
scientific labs on an acoustically quiet ship results in a complex hull
and machinery system. This quiet ship will support a broad spectrum of
living marine resources research, conservation, and management
programs administered by NOAA. The Statement of Requirements for the
FRV-40 requires the ship to meet the standard for underwater radiated
noise adopted by the International Council for Exploration of the Sea
(ICES) as defined in ICES Cooperative Research Report No. 209,
Underwater Noise of Research Vessels. The hull form and propeller have
been developed by the Government to meet the ICES standard and are
specified in the Statement of Requirements. To meet the acoustic
requirements, stringent controls will be necessary during the design
and construction of the ship, including design, selection and
installation of noise critical systems. The contract will require the
use of Single System Vendors (SSVs) for the integrated electric drive
system, the trawl systems, and for noise control throughout the design
and construction processes. Additionally, accurate weight and moment
control will be emphasized during design and construction to ensure
that stability and trim requirements are satisfied and the acoustic
performance requirements of the ship are achieved. The contract for the
FRV-40 vessel will be awarded on the basis of unrestricted, full and
open competition among all shipyards located in the United States. The
Government intends to make a single award to that Offeror whose offer
is considered to be the Best Value to the Government, non-price
(technical, management, past performance) and price factors considered.
The Government contemplates award of a Fixed-Price-with-Award-Fee type
of contract. However, the Contracting Officer will consider comments
from potential Offerors regarding inclusion of an "economic price
adjustment" clause if necessary to mitigate the risk of outyear option
pricing. The Standard Industrial Classification (SIC) Code for this
acquisition is 3731, Shipbuilding of Nonnuclear Propelled Ships, size
standard 1,000 employees. The solicitation 52- SPNA-0-00036 will be
issued on or about June 2, 2000. The due date and time for receipt of
proposals is 2:00 p.m. Eastern time on August 1, 2000. Proposals shall
