The US Army TACOM-ARDEC Acquisition Center and the Product Manager for Paladin/FAASV are seeking potential sources/interested parties to perform the services of prime contractor for Electronic Systems Technical Support (ESTS) for the M109A6 (Paladin) and the M992 (Field Artillery Ammunition Support Vehicle FAASV). The successful offeror will be required to furnish qualified/experienced in-house personnel, facilities, supplies and services necessary to support electronic systems modernization and system improvements of the M109A6 and the M992. Modernization/improvement activities planned include systems engineering and integration of wireless Vehicle Intercommunication System, modernization of numerous Automatic Fire Control System (AFCS) components (such as cannon servo control modernization, power control unit and backup battery modernization, additional vehicle sensors for improved BIT/Prognostics) and electronic system integration of planned system improvements (such as Defense Advanced GPS Receiver, Joint Tactical Radio System, electronic integration of the XM982 projectile and Programmable Inductive Automatic Fuze Setter). The successful offeror will also be required to furnish similar services in support of electronics system modernization and system improvements of the M992A2(FAASV). Modernization tasks will address total life cycle cost of current electronic components and software, mitigating technology obsolescence while addressing technology insertion, and combining modernization tasks with system improvements in a cost effective migration plan. One of the initial tasks for the successful offeror will be to develop a modernization/improvement plan which encompasses the entire Paladin electronic architecture and takes into account current and future technology, including the use of commercial and Non-Developmental items, and provides sufficient flexibility to incorporate new technology (open systems architecture). This plan must take into consideration planned activities and market research, so that a cohesive approach to the entire system is developed. The successful offeror will have total responsibility for Paladin/FAASV electronic system engineering and integration efforts and shall be required to assess the impact of changes on the total system. The successful offeror will be responsible for preparation/assembly of test plans and all performance specifications/related documentation required to validate system modernization/improvements and have them accepted for fielding. Results of these efforts will be incorporated into test/integration vehicles, fielded vehicles and future production vehicles. Paladin/Artillery expertise is desired but not required; however electronics systems integration experience is critical. The Government will not pay for any information submitted in response to this notice. This is not a solicitation and the Government is not obligated to issue a contract based on this notice. The Government anticipates using a delivery order contract type with one or more pricing arrangements; including Time and Material and Firm Fixed Price covering engineering services and hardware/software procurements. The Government is contemplating a period of performance for five years with an estimated maximum value of up to $ 50 Million. There is consideration being given to the issuance of a Draft RFP for comment, potential submission of white papers to explain considered approaches and information exchange with industry on a group or one on one basis. The Government is still considering source selection criteria, however, strong consideration will be given to the potential offeror who demonstrates in-house capabilities to accomplish the requirements outlined above.
