announcement constitutes a sources sought synopsis and Market Research.
The government intends to award a contract to support the RC-135
Program. The RC-135 work effort is broken into three separate areas of
requirements. The purpose of Part A is to provide Contract Logistic
Support (CLS) for the RC-135 Operational Flight Trainers, both the old
trainer and the new, Re-engined CFM-56-2B-1/Global Air Traffic
Management (GATM) trainer to be complete in November of 2001. Part B
defines the operational requirements of the Training System Support
Center (TSSC). Part C defines future Modification requirements. This
acquisition will be a successor contract to the current RC-135
contract, F42630-95-D-0360. It is anticipated that the contract period
of performance will begin 1 Jul 2001 with a ramp up and will contain
a one- (1) year basic contract beginning 1 Oct 2001 with nine (9)
one-year options. Part A of the proposed acquisition is for the
contractor to perform total maintenance and logistics support on all
RC-135 devices and components and to maintain 95% availability.
Maintain and update Recompetition Support Package (RSP) and Technical
Data Package (TDP), including technical manuals, drawings etc.
Experience in Thompson Training System 225 X 45 visual display
alignment, daily readiness and maintenance are desired. These devices
will be located at Offutt AFB, NE. Part B of the proposed acquisition
is for the contractor to provide fully qualified personnel in the
operations of the Training Systems Support Center (TSSC) to include
software and hardware engineers capable of doing basic and creative
engineering work. Experience in the following programming languages is
required: Fortran 77, C, C++ and Ada. Database small and large area
updates for both the old visual system Redifusion SP1 build program
overlay controller and the new Evans & Sutherland (E&S) Multi-Gen or
equivalent system. Responsibilities include configuration management,
design, development, modification, distribution, testing and
implementation of changes to the product baseline. The configuration
management software includes PC Version Software Control (PVSC), Lotus
Notes, and Central Configuration and Control (CCC). Part C of the
proposed acquisition is for the contractor to provide modification
personnel fully qualified in the design, development, modification,
distribution, testing and implementation of changes to complex major
systems and subsystems. The Offutt system includes the Operational
Flight Trainer (OFT) with a Redafusion SP1 Visual and Image Generator
System, an Encore RSX computer with Dec Alpha and an embedded Pentium
computer utilizing an aircraft Digital Air Data Computer. Experience in
Encore computer upgrades, aircraft equipment interface and in touch
screen usage for the Instructor Operator Station (IOS) are required.
The new CFM56-2B-1 RC-135 experience needed shall include VME Power
PC/Pentium based system, a visual system using a Thomson Training Mylar
Screen and a Sony projector system, as well as a glass cockpit layout.
During the 10-year period the old Encore RSX device could be
potentially brought up to the latest CFM56-2B-1/GATM configuration.
Limited manufacturing capabilities are desired. There are no minimum
clearances needed for personnel. The market survey is issued to
identify potential contractors with skills and knowledge required to
accomplish the RC-135 effort as well as to identify businesses
currently offering the same or similar services in the commercial
market place at established catalog or market prices. The government is
interested in determining market interest, and business capability for
this acquisition. Interested businesses are requested to submit their
capability statement within thirty (30) days of this notice. Please
indicate if your interest is in Prime or subcontracting opportunities
and if your company is a large, small or small disadvantaged business.
