The Bureau of Land Management, (BLM), has seed requirements for the varieties and quantities of seed as advertised herein. This procurement is established as a Request for Proposals, commercial item buy, unrestricted acquisition. Pertinent terms and conditions for this buy are: The BLM shall evaluate the seed for each item number based on seed certification and the lowest PLS price per pound. Awards may be made on higher PLS price certified seed versus a non-certified PLS priced seed. When a variety is not specified (VNS), the government may award on a higher PLS price based on preference. Other evaluation factors include past performance and delivery dates. Delivery is DESIRED between 6/14/00 and 7/7/00 and REQUIRED between 8/28/00 and 9/13/00. The desired date is preferred and may be given preference with consideration given to certification, price, and other factors. Offers may be submitted for either certified seed, or non-certified seed. The Government reserves the right to award on any item offered for the given categories (A for certified, B for non-certified), or a combination of categories. Awarded dollar amount will be based on the bulk price per pound. All seed shall be in 50 lb. bags, except for Sagebrush and Winterfat. Sagebrush seed shall be bagged in 40 lb. bags and Winterfat seed shall be bagged in 20 or 25 pound bags. All bags of any one lot shall be bagged in the same size bag. Germination for all seed will be determined by tetrazolium tests (TZ) only where indicated in the schedule in the specified germ column, all other testing shall be purity and full germ tests or TZ tests at the government's option. Moisture content of all seed shall be less than 11% by weight (except for sagebrush, fourwing saltbush and shadscale which shall be less than 12% by weight). Specifications for debearding are in the solicitation for Snake River and Bluebunch Wheatgrass Seed, Bottlebrush Squirreltail and Needle and Thread. Other types of seed for which there are specific specifications include Galleta Grass, Cliffrose, PVP varieties, 4-wing saltbush, Shadscale, Winterfat, Wyoming and Basin Big Sagebrush. Seed is to be delivered to various locations (BO = Boise, ID; IF=Idaho Falls, ID; SH=Shoshone, ID). Prices shall be based on possible delivery to any of these locations. (F.O.B. destination). The government reserves the right to change the indicated delivery location to any site identified herein. Reductions for seed tested below the acceptable tolerance points will be applied. Tolerance points allowed are 7(percentage) points for all seed except sagebrush which is 3(percentage) points. Award will not be made for an item that does not conform to our minimum requirements, including PLS rating and delivery date. Award will be for no more than 515,880 lbs. of seed, the award amount may be higher or lower than the estimated amounts. Offer all seed that is available for a given variety.
