Contract. The work includes all labor, materials and equipment
necessary to design and renovate the Bachelor Enlisted Quarters (BEQ),
Building 26, at Naval Medical Center, San Diego, California as shown
on the Request for Proposal (RFP) drawings and in accordance with the
requirements specified in the RFP. The BEQ is located within a facility
that houses functions other than those associated with a BEQ. The BEQ
functions are housed on floors 2 through 6. This renovated facility
will house 316 enlisted personnel. The work shall include all
architectural and engineering design based specifically on drawings
provided as a part of this RFP, demolition and renovation of a complete
and usable BEQ facility including building systems, equipment, finishes
and fixtures. The renovation work in this BEQ facility, Building 26, is
largely limited to floors 2 through 6. Repair and replacement work
related to the structural, mechanical and electrical work will be
carried out on the ground floor (aka first floor) and the three
basement levels. Work in the facility shall be carried out in phases.
Contractor is responsible for the phasing of work on the basement
levels and the first floor. -- The budget limitation is $17,100,000.
Firm Fixed Price Contract. -- Contract duration is not to exceed three
years. -- The contract is to be awarded to the responsible offeror who
submits the proposal considered most advantageous to the Government
considering "Price", "Technical", "Subcontracting Effort", and "Past
Performance", and other evaluation factors. The following evaluation
criteria has been established: Factor 1 (Past Performance), Factor 2
(Technical), Factor 3 (Subcontracting Effort) and Factor 4 (Price)
which are weighted equal. Within the Past Performance Factor, the
following subfactors are listed in descending order of importance
Subfactor 1.1 Contractor Past Performance, Subfactor 1.2 Management
Challenges, Subfactor 1.3 Quality of Awards and Subfactor 1.4
Contractor Past Performance-Safety and Health within the past five
years. Within the Technical Factor, the following Subfactors are listed
in descending order of importance: Subfactor 1.1, Desirable Items,
Subfactor 1.2, Project Specific Work Plan/Schedule, Subfactor 1.3,
Experience and Qualifications of Prime Contractors/Subcontractors, and
Subfactor 1.4 Energy Performance, Life Cycle Cost and Recycling
Considerations. Only one site visit is scheduled on June 7, 2000 at
9:00 A.M. at Building 26, Naval Medical Center, San Diego, CA. A
Pre-Proposal Conference will held right after the site visit at 10:00
A.M. All prospective offerors are urged to attend this conference. In
order to make the conference as productive as possible, submit by June

Standard Industrial Code is 1522 and the annual size standard is $17
million. -- It is recommended that the subcontracting goals for this
solicitation is 25% for Small Business, 5% for Small Disadvantaged
Business, 5% woman-owned small business, and 1% for Hub Zone.- In
accordance with FAR 5.102 (a)(7), availability of the solicitation will
be limited to electronic medium; the solicitation will be available for
download free of charge via the Internet World Wide Web at
http://esol.navfac. navy.mil/ -- Hard copies (paper sets) or CD-ROM of
solicitation will not be provided by the Government. The official plan
holders list will be maintained and can be printed from the website.
All prospective offerors and plan rooms are encouraged to register as
plan holders on the website.-Plan holders list will not be faxed and
will only be available from the website.-Registering offerors and plan
rooms must provide a complete name, complete mailing address, area
