The ISR Integration Program Office wishes to identify potential sources for an existing Commercial off the Shelf (COTS) capability to process commercial satellite imagery. The system must be capable of ingesting commercial Level 1 imagery from SPOT, LANDSAT, RADARSAT, IRS, and IKONOS sources. Capability to ingest source imagery in other standard commercial formats (e.g., GEOTIFF) is desired. The system must be capable of ingesting National Technical Means (NTM) imagery in NITF 2.1 with support extensions as required in the Joint Technical Architecture. Also desired is information on product expansion capabilities to add other sensors (e.g., Orbview, Quickbird) and other types of imagery (e.g., hyperspectral). The product must provide the capability to process the imagery to correct for system and geographic errors, build large area mosaics, and generate NIMA compliant Controlled Image Base (CIB) products. In addition, the product must provide the capability to perform multispectral image processing, panchromatic sharpening, and multi-source image composites. In addition to CIB, the system must be capable of generating NITF 2.1 and standard commercial output formats (e.g., GEOTIFF, TIFF, JFIF (JPEG), PNG, and GIF). The product must track imagery sets from ingest to product generation. Product description should include performance measures for generation of products on representative platforms.
