Mountain Home Air Force Base, requires Title I, Title II, Base
Comprehensive Plans and Other Architect-Engineer services for an
open-end A-E design contract for a period of one year with a
possibility of four option years. The successful A-E firm shall be
primarily a utility oriented mechanical/electrical with a full range of
architectural and engineering disciplines (including as a minimum,
strong electrical, strong mechanical, architectural, civil,
environmental, and structural). The A-E shall be guaranteed a minimum
of $5,000.00 per contract years in fees. The maximum contract amount
shall not exceed $750,000.00 per contract year. No individual order may
exceed $299,000.00 in fees. The estimated contract date is September
2000 and estimated completion date is August 2003. Firms desiring
consideration shall submit appropriate data described in the Standard
Form 254 and Standard Form 255, Architect-Engineer and related services
questionnaires and in Standard Form 1421, Performance Evaluation
(Architect-Engineer) and DD Form 2626, Performance Evaluation
(Construction). All information relating to the firms' qualifications
must be contained in the Standard Forms. Inclusion by reference to
other materials is not acceptable. The SF 255 is limited to the eleven
pages of the form itself plus five additional pages of information
concerning the firms' qualifications related to this specific contract.
Firms responding to this announcement no later than 4:30pm (MST), 30
days of publication will be considered for selection by a weighted
selection system. Rating criteria listed in order of importance are: A)
Specialized experience in Air Force, Army, Navy, utility company,
municipality and rural cooperatives distribution class potable
water/waste water/storm water, electrical distribution, and natural gas
utility systems, B) Specialized experience in Air Force
commercial/industrial class mechanical systems, C) Broad experience in
utility class studies, evaluation, reports, drafting and plan
generation using AUTOCAD/GIS, D) Specialized experience in
environmental investigations and studies including the environmental
impact analysis process (EIAP), environmental baseline studies (EBS),
natural and cultural resource surveys; designs for environmental
remediation; Environmental Compliance and Management Program (ECAMP)
(environmental auditing); toxic and hazardous contamination waste
studies; water and waste water treatment plants, geological,
geophysical, geotechnical, and hydrogeological investigations;
hydrogeological studies; bioassay and relative potency determinations;
limnological studies; jar testing and pilot plant investigations;
laboratory testing and/or field evaluation of environment equipment and
landfill leachate monitoring and landfill siting investigations;
identification and quantification of pollutants; water and waste water
characterizations; data reduction; drilling and monitor well
installation; industrial waste water, and water (ground and surface)
sampling and analysis; risk assessment; training; and those general
areas of environmental sciences and engineering dedicated to the
improvement of environmental quality, E) Broad experience in design and
construction management of Air Force facilities and infrastructure, F)
Broad experience in computer-based data generations, manipulation,
report interpretation and analysis, G) Proximity of firm in general
geographic area, H) Specialized experience and technical competence in
designs methods reducing waste and using recovered (recycled)
materials, I) Broad experience in alternative design and construction
methods, J) Professional qualifications of staff to be assigned to this
project, K) Past performance of firm on previous DOD and other
contracts, L) Volume of work previously awarded to the firm by DoD, M)
Professional capacity of the firm to accomplish work in required
schedule. Note: Any prospective contract must be registered in the
Central Contract registration (CCR) www.ccr.dlsc.dla.mil in order to be
eligible for award. Registration requires applicantsto have a DUNS
number. Registering may take up to 3 weeks to process. This office
