58 -- RETROFIT OF PM JOINT STARS COMMON GROUND STATIONS (CGSS), AN/TSQ-179(V)1 AND UPGRADE OF THE CGS TRAINER TO (V)2 CONFIGURATION. SOL DAAB07-00-R-L055 POC Joan Pesanello, Contract Specialist, 732-427-1329 and Arnold Rappaport, Contracting Officer, 732-532-3428 The U.S. Army Communications Electronics Command (CECOM) intends to award a sole source contract to Motorola Systems Solutions Group, Government Systems Division (Motorola) 8201 E. McDowell Road, Scottsdale, AZ 85252-1417 for the retrofit of previously produced PM Joint STARS Common Ground Stations (CGSs), AN/TSQ-179(V)1 and upgrade of the CGS Trainer located at Ft. Huachuca, AZ to (V)2 configuration. An option will also be included in the contract that will enable an upgrade of these previously produced CGSs to a Three-Vehicle (V)3 configuration. The Joint STARS CGSs to be retrofitted were acquired from Motorola under the competively awarded Contract Number DAAB07-96-C-S204. This contract is managed by CECOM/PEO IEW&S. Under the basic quantity (FY96) and two option years (FY97-98) a total of 55 AN/TSQ-179(V)1 CGSs were produced. Motorola is producing the (V)2 Pre-planned Product Improvement (P3I) CGSs and will produce the remaining Army quantities (21 each). Award will be made per FAR 6.302-1(a)(1), "Only One Responsible Source." Motorola is the CGS system configuration manager and currently controls all hardware and software components and interfaces below the system-level performance specification. Only Motorola can perform the required retrofit to the (V)1 CGSs and ensure that the CGS hardware and software will be common and interoperable with the current (V)2 P3I CGSs. The Government does not have rights to the source code and documentation for the Motorola proprietary software nor does it have the system/assembly drawings.
