NASA/LaRC plans to issue a Request for Quotation (RFQ) for the experimental measurement of the two-dimensional (2D) aerodynamic characteristics of a slotted rotorcraft airfoil with two different leading-edge slats. These data are critical to the U.S. Army High Lift Rotor Demo. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/LaRC intends to purchase these 2D experimental data from the National Research Council Canada Institute for Aerospace Research because of the unique features of the 1.5-Meter Trisonic Blowdown Tunnel. This facility has an external balance to measure the total airfoil lift and pitching-moment in addition to the capability to measure the static pressure distribution on the slat and the airfoil main element. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on May 23, 2000. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
