E-MAIL: Scott Palmer, spalmer@comdt.uscg.mil. The U.S. Coast Guard has a requirement for the publishing, printing, and distribution of THE NAVIGATOR magazine. The Coast Guard intends to issue a sole source contract to The Coast Guard Auxiliary National Board, Incorporated to fulfill this requirement. THE NAVIGATOR is published solely for the use of the Coast Guard Auxiliary educational program and is not available for distribution to the general public. The magazine serves as a communications link between the Auxiliary leadership, the U.S. Coast Guard, and the auxiliarists in the field. The articles published in THE NAVIGATOR consist of technical information, training topics, and dissemination of Coast Guard policies and procedures concerning the various missions performed by the Auxiliary for the Coast Guard. THE NAVIGATOR is published, printed, and distributed quarterly, providing 39,000 copies per issue. This requirement is for a base year and four option years and is a follow-on effort to contract DTCG23-96-C-HNR001 with The Coast Guard Auxiliary National Board, Incorporated. All interested parties must submit information that sufficiently describes their qualifications, capabilities, and previous experience relevant to the specific requirement detailed above. General corporate capability statements are insufficient. This notice is not a solicitation. There is no formal Request For Proposals available. In the absence of responses from firms which are evaluated to have the capability to perform this requirement, the Coast Guard intends to negotiate with The Coast Guard Auxiliary National Board, Inc., for the publication, printing, and distribution services described above, pursuant to FAR 6.302-1(a)(2)(iii). No other notice will be published until award is made. All correspondence should be sent to the address listed above. For Minority, Women-owned, and Disadvantaged Business Enterprises: The Department of Transportation (DOT) Office of Small and Disadvantaged Business Utilization (OSDBU) has a program to assist minority, women-owned and disadvantaged business enterprises to acquire short-term working capital assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
