Sources are being sought for a Hydrazine Detector to be used for
detection of toxic amounts of hydrazine vapor in a designated work
area. Currently, Zewellger Analytics, (formerly MDA Scientific, Inc.)
of Austin TX is the government_s source for this acquisition, NSN
6665-01-327-3869, P/N MVIP2170. Be advised this is not a RFP and this
SSS in no way obligates the Government to award a contract. The
Government will not compensate any interested party, firm, or
individual that responds to this SSS. The United States Air Force, Air
Materiel Command, 311 Human Systems Wing, Brooks AFB, TX intends to
procure this acquisition as a sole source acquisition unless it is
ascertained that other qualified sources are available based on the
minimum, qualified hydrazine detector performance characteristics
listed below. If qualified sources are ascertained, the government will
seek to procure this acquisition competitively. Interested parties are
required to provide information/data in accordance with the
characteristics listed below so that the Government may evaluate to
ensure compliance. Detector volume: 1815 cubic inches. Detector weight:
25 Pounds. Recording mechanism volume: 57 cubic inches. Recording
mechanism weight: 3.75 pounds. Recording mechanism time: 200 hours.
Recording mechanism printing range: 0 to 1.0 parts per million (ppm),
in 0.1 ppm increments. Safety enclosure: no more than 110% combined
volume of detector and recording mechanism. Be designed for use in
hazardous or combustible environments. Electrical: 120Vac +/-10%, 50-60
Hz, 35 watts. Hydrazine detection range: 0 to 1.0 ppm, in 0.1 ppm
increments. Detection accuracy: + 10%. Repeatability: Better than +/-5%
at TLV. Display: illuminated digital or analog. Time to alarms
minimums: Hydrazine Concentrations vs Time to Alarm. 2.0 ppm/ 10
seconds; 1.0 ppm/ 20 seconds; 0.5 ppm/ 40 seconds; 0.1 ppm/ 200
seconds. Maintenance: No shorter than six-month increments. Sampling
distance: up to 100 feet. Output: Audible to 90 dB plus 4-20 mA,
RS232/RS4422. Operating temperature Range: 32-104 degrees F. All

concerns, an Ombudsman has been appointed to hear concerns from
offerors or potential offerors during the proposal development phase of
an acquisition. The Ombudsman does not diminish the authority of the
program director or Contracting Officer, but communicates Contractor
concerns, issues, disagreements, and recommendations to the appropriate
Government personnel. When requested, the Ombudsman shall maintain
strict confidentially as to the source of the concern. The Ombudsman
does not participate in the evaluation of proposals orin the source
