The Property Development Division of the U.S. General Services Administration, Public Buildings Service, Great Lakes Region 5, announces an opportunity for an individual(s) located in the Chicago Metropolitan area to perform Construction Management and Related Services, primarily for the Chicago, IL metropolitan area (roughly 80%), with some work in other areas of the Great Lakes Region 5 (roughly 20%, IL,IN,MI,MN,OH, and WI). The intention is to establish one or more Blanket Purchase Agreements (BPAs), or "charge accounts," with qualified individuals to perform services on an as-needed basis. Terms will be negotiated with selected sources and purchase orders will be issued if and when a need arises. All purchase orders will be valued at or below the Simplified Acquisition (SA) threshold of $100,000.00. The Government does not guarantee any work to the selected BPA contractor(s). This is a Small Business Set-Aside. The Standard Industrial Classification code applicable to this BPA is 8741. The criterion for a small business concern in this category is one with annual receipts over the past 3 (three) preceding years not in excess of $5.0 Million. Services may include but are not limited to: construction inspection and observation (including safety ad progress reviews and reporting); design review; constructability review; scope of work and cost estimate development for change orders; construction schedule analysis and review; payment administration; monitoring of adherence to construction documents. Selection will be made in accordance with Brooks Act procedures and will be based on the following, in descending order of importance: 1. PERSONAL QUALIFICATIONS -- At least 10 years direct experience with a broad general knowledge of construction contractor and industry practices (multidisciplinary), design documents, scheduling, payment procedures, estimating, contract language, industry codes and regulations, etc. that demonstrates strong construction management abilities. 2. PAST PERFORMANCE -- on projects of similar scope requiring the skills and services outlined in this announcement. Individuals whose past performance has shown them to be dependable, who offer quality services at consistently lower prices, and who have provided numerous purchases at or below the SA threshold are preferred. 3. PRIOR GOVERNMENT CONTRACT EXPERIENCE -- Familiarity with Government contract terms and conditions, clauses and provisions, particularly construction; Government procedures and policies; direct involvement on past Government projects, etc. Individuals who meet the requirements outlined in this announcement who desire consideration are invited to respond by submitting complete, current, and signed Standard Forms 254 and 255 (Architect/Engineer and Related Services Questionnaire and Specific Projects, respectively) to the above address by 2:00 p.m. (CST) on June 9, 2000. The 254s and 255s should indicate your personal qualifications, but should also list the consultants you utilize for advice in specialty disciplines (such as fire safety and security, structural issues, elevator technology, direct digital control systems, etc.). All responses to this announcement must be prepared from information contained in this synopsis, and submittals must clearly indicate the solicitation number on the outside of the envelope. Late submittals will be handled in accordance with FAR 52.215-1. This is not a Request for Proposals, nor will one be prepared.
