NOTICE. Requirements include the following services to be performed:
building and structure maintenance and repairs, electrical power
distribution, potable and non-potable water distribution, wastewater
and storm water collection and treatment, HVAC and refrigeration
systems maintenance and repairs, airfield lighting and navigational aid
systems maintenance and repairs, fuel storage and distribution systems
maintenance and repairs, hazardous waste and material handling, family
housing maintenance and repairs, transportation operation and
maintenance and other services related to a federal public works
operation. This list is not intended to be all inclusive but rather to
provide an overview of the variety of services required to support the
Mission of the Naval Air Station, Key West. This requirement is a Cost
Comparison Study in accordance with Circular A-76 to determine whether
it is cost effective to contract out these services or keep in house
with Government personnel. The contract will be for a base period of
twelve months with two one-year options to extend services with the
total contract term not to exceed thirty-six months. This is a
negotiated source selection procurement which consists of the
submission of price and technical proposals. It is the Government's
intention to issue this solicitation exclusively through the Internet
at http://www.esol.navfac.navy.mil. The entire solicitation will be
available after 30 August 2000 at the site for viewing or downloading.
Prospective offerors are encouraged to register at the web site. This
will normally be the only method of distribution of amendments,
therefore it is the offeror's responsibility to periodically check the
web site for amendments to the solicitation. The official plan holders
list will also be maintained on and can be printed from the web. The
procurement is being issued as a total small business set-aside under
the SIC of 8744 with the small business size standard of $20,000,000.
