Department of Education intends to solicit proposals to conduct a
five-year study. The purpose of this study is to conduct a
comprehensive evaluation of the implementation of Title I
accountability systems/policies at the district and school levels. This
five year study shall consist of, collecting three years of data
through surveys and site visits (interviews, observations, focus
groups), on district implementation of state and Title I accountability
provisions and on the school improvement process in a subset of schools
identified as in need of improvement within the districts. The
contractor shall create a framework outlining performance criteria for
assessing the implementation and quality of accountability strategies
and school improvement efforts. The evaluation will help track the
implementation of Title I provisions on accountability, assistance,
corrective interventions and incentive strategies. The evaluation will
also help identify promising practices in turning around
low-performing schools by tracking the school improvement process and
progress in a set of schools identified as low performing under Title
