The Bureau of Reclamation (Reclamation)intends to negotiate on a sole source basis with Dr. Clarence McNabb, 86 Woodland Circle, Highlands Ranch, Colorado, 80126-3115, on a sole source basis, for consulting services for Reclamation's Fisheries Research Projects including the Red Bluff Research Pumping Plant Program on the Upper Sacramento River, California, and the Tracy Fish Facilities Improvement Programs in the South Delta, California. Services to be provided include: Analyzing and reporting on extensive past and recently collected research data; Evaluation, design and development of new research plans; Quality control assistance over lab and field operations; Attending evaluation and other informational meetings with interagency staff who oversee endangered species activities; Reviewing and editing complex scientific reports prepared by Reclamation staff; Preparation of scientific research articles for publication in journals: And, travel to sites. Because of the complexity and extensiveness of therequirements, experience and technical expertise at the highest level is critical and will be the key element in evaluation criteria. It is anticipated that the award will be made for a base period of performance through September 30, 2000, with up to two additional years upon agency need and funds availability. It is estimated that an average of 55 hours/month will be required through September 2000, with anticipated additional year work effort requirements commensurate with future Reclamation needs. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). The proposed action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. The Government believes that only one responsible source can provide the services that will satisfy the agency requirements. A Justification for Other than Full and Open Competition has been prepared in support of this acquisition. Firms that believe they can provide the required items and services described above are encouraged to identify themselves and give written notification to the Contracting Officer. Firms believing they can provide required services must submit supporting evidence that they can furnish the services identified above in sufficient detail to demonstrate the respondent's ability to meet the stated requirements. This notice is not a request for competitive quotes. All responses received within 5 days of the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government.
