The purpose of this evaluation is to determine the demand for and supply of qualifid rehabilitation counselors to meet the needs of State Vocational Rehabilitation(VR) agencies. This is critical because of the implications of the new personnel standards required by the Comprehensive System of Personnel Development(CSPD), which if met, will demand more trained counselors than training programs are likely to produce.
