SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH
THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL
INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE
ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN
SOLICITATION DOCUMENT WILL NOT BE ISSUED.*****This solicitation,
#53SBNB060089, is a Request for Quotation (RFQ). The solicitation
document and incorporated provisions and clauses are those in effect
through Federal Acquisition Circular 97-15.*****This acquisition is
unrestricted. The associated Standards Industrial Classification Code
(SIC) for this procurement is 3596, and the small business size is 500
Employees.*****The National Institute of Standards and Technology
(NIST) has a requirement for: (1) a Mass Comparator modified to weigh
gas cylinders, Reverifications (Model R50C) brand name, or equal; and
(2) installation, on site (NIST, Gaithersburg, Maryland) calibration of
the system and training. The system willbe used at NIST's Gas Metrology
Group for the development of primary gas mixture standards, containing
one or more minor gaseous components in a balance of air or nitrogen.
The mass comparator will be used to accurately measure the addition of
small quantities of gaseous components to aluminum, or stainless steel,
gas cylinders.*****Salient characteristics of the system include: (1)
ability to weigh a very large object (e.g. gas cylinder of
approximately 132 cm height and 20.6 cm diameter) to 10 mg or better;
(2) a total capacity of 50 Kg with a repeatability of 10 mg or better;
(3) the display shall register in 1 mg divisions and allow observation
of movement to 0.1 mg; (4) ability to add or subtract up to 100g
weights while the balance is actively weighing; (5) a computer
connection that will allow the computer to record and monitor the
weighing process; (6) provision of a device to manually load and unload
the gas cylinder safely onto the pan; (7) a dampening mechanism to
speed up the weighing process; (8) access door in the front of the
balance; and (9) a mechanized on/off switch which can be controlled by
the computer.*****Delivery is required within one year after receipt
of purchase order (ARO).*****Delivery location is the National
Institute of Standards and Technology, Building 301, Shipping and
Receiving, 100 Bureau Drive, Gaithersburg, MD 20899-0001. The FOB point
shall be DESTINATION, Gaithersburg, MD.*****The following Federal
Acquisition Regulation (FAR) provisions apply to this solicitation:
52.212-1, Instructions to Offerors-Commercial; 52.212-2,
Evaluation-Commercial Items. Selection will be conducted using FAR Part
13, Simplified Acquisition Procedures, Subpart 13.106-2, Evaluation of
Quotations or Offers.*****The Government anticipates awarding one
purchase order resulting from this combined synopsis/solicitation to
the responsible vendor whose quotation, conforming to this
synopsis/solicitation, will offer the best value to the Government,
price and other factors considered.*****Quotations will be evaluated to
determine vendors' (A) Technical Capability to meet specifications
(vendors shall provide indication of understanding and ability to meet
the specifications, including catalogs); (B) Past Performance (vendors
shall provide indication of having sold comparable systems successfully
during the past 5 years, including names of 2 companies sold to, with
contact person, phone number, facsimile number and e-mail address for
each); and (C) Price. (A) and (B), when combined, are more important
than (C).*****Vendors shall address all requirements in this combined
synopsis/solicitation, and shall provide clear evidence of
understanding and the ability and willingness to comply with the
Government's specifications of need. Failure to address a
specification/requirement will be construed by the Government as
inability to meet the need, or the vendor's taking exception to
it.*****All vendors are to include with their quotes, a completed copy
of provision 52.212-3, Offeror Representations and
Certifications-Commercial Items, which may be downloaded from
