Naval Air Warfare Center Weapons Division (NAWCWD), China Lake, CA
intends to procure on an other than full and open competition basis, up
to 50 Universal Water Activated Release Systems (UWARS) Parachute
Release Explosive Actuators as a single unit and up to 725 as a
set(PN/CN 1914-025-01)(PN/CN 1814-017-01) and PN/CN 1814-017-01); up to
700 FLU-10/P Zero Leak Inflation Assemblies (PN/CN 1812-161-01); up to
3275 Belt Retainer (Koch) Pins, (PN 1979AS805-2); up to 275 UWARS
inert training parachute releases(PN/CN 1900-006-03); and up to 3275
Sleeve pins (PN/CN 1979AS817-1)from Conax Florida Corp., 2801 75th
Street North, St. Petersburg, Florida 33710. UWARS sets and FLU-10/Ps
are critical components and the above equipment is an integral part of
the E-2C Parachute Survival Ensemble (PSE). The PSE is an improved
parachute/survival system for E-2C aircrew members. The UWARS is the
water-activated canopy release system to automatically detach the
canopy from the container harness in the event of a water landing. Both
UWARS and FLU-10/Ps were previously developed and qualified for the Air
Force. Conax is the only qualified source and claims proprietary rights
to the UWARS and FLU-10/P drawings and designs. Delivery is required
within nine months after date of award of an order. These items will be
provided as GFM to SEI, Asheville, NC for use in the manufacture of
E-2C PSEs. An Indefinite Delivery Indefinite Quantity (IDIQ) firm fixed
price supply contract is contemplated for a three year base period
starting approximately October 01, 2000, and two one-year option
periods. Delivery schedules will be in accordance with the individual
delivery orders. Maximum quantities are not guarantied. FOB

minimum performance requirements for each item. A Request For Proposal
