Division, China Lake, CA intends to negotiate and award on an
other-than-competitive basis a fixed price IDIQ contract with FXC
Corporation, Santa Ana, CA. The contract is for components that have
been qualified by the NAWCWPNS Thin-Pack Project Office for use in the
E-2C Parachute Survival Ensemble (PSE). The PSE is an improved
parachute/survival system for E-2C aircrew members. The components when
ordered will be provided as GFM by the Navy to Safety Equipment
International located in Asheville, NC who is the sole source
manufacturer of the E-2C PSE and its subassemblies. First components
needed to meet November 2000 production schedule. Contract ordering
period will be for three years from date of award with two one-year
options. This contract will be for the following: (1) maximum quantity
of 750 each Automatic Activation Device (AAD) Model 2400 without gear
sets, wheel sets and aneroids (2) maximum quantity of 350 each AAD
Model 2400 gear sets, (3) maximum quantityof 350 each AAD Model 2400
wheel sets, (4) maximum quantity of 100 each AAD Model 2400 arming
cable housings, (5) maximum quantity of 700 each AAD Model 2400
capsules (aneroids), (6) maximum quantity of 700 each AAD Model 2400
(complete) (7) maximum quantity of 150 each AAD Trainers (8) maximum
quantity of 75 each AAD body with holding fixture (9) maximum quantity
of 100 each AAD arming cable assembly (10) maximum quantity of 100
each AAD power cable assembly (11) maximum quantity of 3,000 sets of
stainless steel release assembly sets, (12) maximum quantity of 1,100
connector pin set screws, (13) maximum quantity of 75 each holding
fixture (14) maximum quantity of 900 each Single Point Release Systems
(SPRS) (15) maximum quantity of 75 each SPRS body minus latches, pad,
and 5th point latch (16) maximum quantity of 75 each single point
cushion assemblies (17) maximum quantity of 3900 belt retainer pins
(18) maximum quantity of 3900 sleeve pins (19) maximum quantity of 550
Canopy adaptor assemblies Maximumquantities are not guaranteed by the
Government. Estimated date of solicitation:22 May 2000. FOB
Destination. Solicitation will include applicable specification and
minimum performance requirements for each item. Quantities will be
ordered and funded under delivery orders issued under this contract.
FXC developed and retains proprietary rights to the AAD and its
components and the SPRS and its components. Solicitation will be
