Board of Governors, International Broadcasting Bureau (BBG/IBB), Office
of Contracts (CON), has a requirement to overhaul two fuel offloading
mooring buoys at its Sao Tome, Africa Transmitting Station located in
the Gulf of Guinea approximately 90 miles west of Gabon. The buoys are
approximately 2,200 feet offshore. The Contractor shall be required
to: (a) provide suitable transportation and facilities to lift the two
marine buoys, the clump weights and the mooring chains from the water;
(b) disassemble each SMB into hull, radar reflector, and navigation
lighting components; (c) abrasive blast the buoy hull and radar
reflector; (d) install replacement sacrificial anodes; (e) pressure
test the hull compartments and repair weld as necessary; (f) recoat and
reassemble the buoy with new navigational light components; (g) inspect
the anchors and chains; (h) replace links/reset anchors as required;
(i) abrasive blast, inspect, repair, and recoat each clump weight; (j)
reinstall the buoys, clump weights and mooring chains in the water
ready for mooring service; and (k) inspect all components of the system
during refurbishment and provide a report on the results of these
inspections. The contractor shall be responsible for visiting the Sao
Tome Transmitting Station to verify local conditions. The estimated
construction price range is between $100,000 and $250,000 and the
proposed period of performance of this work requires completion within
three (3) months from issuance of the Notice-to-Proceed. To be
considered, interested companies must have demonstrated experience in
the inspection, maintenance, and overhaul of offshore mooring systems.
Pursuant to FAR Subpart 15.304 (e), Offerors are hereby notified that
the basis for award will be price and other technical factors, with
technical factors being significantly more important than price. The
following technical factors will be used in determining each Offeror's
technical score: (a) demonstrated recent (within the past 5 years)
experience in the inspection, maintenance, and overhaul of offshore
mooring systems; (b) proposed technical approach to perform the work;
(c) qualifications of key personnel as demonstrated by resumes
submitted; and (d) adequacy of the proposed Quality Assurance System to
be used for the control of all processes, inspections, and tests during
the overhaul. The IBB intends to issue a Request for Proposal (RFP)
solicitation for this negotiated firm-fixed-price procurement in June
2000, with a proposal response date of 30 calendar days after RFP
issuance. Offerors interested in receiving a copy of the RFP must
