Contracting Officer, (202) 219-6445 The United States Department of
Labor,in support of the Bureau of International Labor Affairs has a
requirement for Bilateral Technical Assistance. This requirement
requires a contractor to furnish, to the U.S. Department of Labor,
highly qualified personnel, facilities and materials to provide
international technical assistance. The Bureau anticipates that
technical assistance activities will be requied in countries of Africa,
Asia, Central and Eastern Europe, the New Independent States (NIS) of
Russia, the Carribbean Region, Central America and South America during
the life of the contract. The areas of work required for carrying out
technical assistance on these DOL/ILAB projects involves program
design, implementation and analysis to include: policy and programs
analysis, project proposal writing, implementation plan design,
execution and update, training design and delivery, advisory and
consultation services, monitoring and reporting. The assistance
required is targeted to assist with five elements: (1)upgrading worker
skills; (2) improving labor-management relations; (3) increasing
productivity and reducing costs; (4) improving human resource
utilization and (5) creating inter-enterprise cooperation among
regional businesses. Offerors must submit written requests for the
solicitation. All requests for the solicitation must reference (RFP L/A
00-25). Requests may be faxed on Area Code (202) 219-6853. All requests
must be postmarked within 15 days of the publication date of this
synopsis. Do not send a duplicate request through the mail. The
Government anticipates making multiple contract awards. The requirement
