plans to issue a Request for Quotation (RFQ) to improve and expand the
capabilities of the government-owned Thermal Protection Systems Expert
and Material Properties Database (TPSX) to support a broad range of
NASA-wide projects. The Contractor shall add output formats compatible
with the major engineering software packages; create a convenient
process to allow NASA personnel to add or revise material data and view
a history of previous revisions; add existing material test data from
all NASA centers into the current TPSX database. The following services
are required: continuing development of the TPSX material database
using an SQL-compatible engine that allows multi-parameter searches
across the entire database. The Contractor shall design the structure
of the database and load it with the appropriate material data; Web
site programming and database integration development of a web-based
user interface to the TPSX material database. This procurement is being
conducted under the Simplified Acquisition Procedures (SAP). NASA/LaRC
intends to purchase the items from ELORET, Sunnyvale CA, as unique
services available from only one source. ELORET developed, modified,
and maintained the TPSX software. They have extensive prior experience
with the software. It would take considerable time and duplication of
costs for another company to perform this task, and such costs are not
expected to be recovered through competition. The Government intends to
acquire a commercial item using FAR Part 12. Interested organizations
may submit their capabilities and qualifications to perform the effort
in writing to the identified point of contact not later than 4:30 p.m.
local time on May 18, 2000. Such capabilities/qualifications will be
evaluated solely for the purpose of determining whether or not to
conduct this procurement on a competitive basis. A determination by the
Government not to compete this proposed effort on a full and open
competition basis, based upon responses to this notice is solely within
the discretion of the government. Oral communications are not
acceptable in response to this notice. All responsible sources may
submit an offer which shall be considered by the agency. An Ombudsman
