SERVICES FOR MISCELLANEOUS ENVIRONMENTAL ENGINEERING SERVICES AT/FOR
THE NAVAL AIR WEAPONS STATION, CHINA LAKE, CALIFORNIA. SOL
N68711-00-R-8723 Description Attention Small Business Firms and
Unrestricted Firms. This proposed contract is set-aside for Small
Business Concerns. In the event responses are not adequate to establish
competition in accordance with the Brooks Act (3 or more qualified
firms establishes adequate competition), the solicitation will become
Unrestricted. Therefore, responses are being accepted from all firms.
If adequate competition can be established with the Small Business
firms, this proposed contract will be set aside for Small Business
concerns and the Unrestricted responses will not be evaluated. However,
if adequate competition cannot be established with the Small Business
firms, the procurement will be Unrestricted. This will be an INDEFINITE
DELIVERY/INDEFINITE QUANTITY Contract. Please mail your Standard Forms
254 and 255 to: Contracting Officer, Attn: Patricia A. Crom, Code
832000D, Building 00978, 1 Administration Circle, Naval Air Weapons
Station, China Lake, CA 93555-6100. Expertise related to this contract
include: soil/groundwater investigation and remediation; hazardous
waste treatment, storage, and disposal (TSD) permitting and management
(including Open Burn/Open Detonation facilities); hazardous waste
management; stormwater and industrial wastewater management; pollution
prevention; PCB management; underground storage tank remediation; risk
assessments and toxicology; biology and ecology (focusing on threatened
or endangered species); archaelogy; and National Environmental Policy
Act documentation (focusing on Environmental Assessments). Architect /
Engineer services are required for, but not limited to the following:
sampling of all media types, including groundwater, surface water,
soil, debris, and air, using appropriate and applicable EPA protocol;
drilling (hollow stem auger, air rotary, and mud rotary) for site
investigative purposes (soil and groundwater); installation and
development of groundwater monitoring wells; preparation and
implementation of sampling plans; preparation of site investigation
reports which summarize and evaluate results from sampling, etc.;
preparation of site health & safety plans; laboratory analyses as
required by this contract (All laboratories will be accredited by the
CA Department of Health Services' Environmental Laboratory
Accreditation Program for the specific analytical methods requested.);
performance of geophysical surveys; preparation of general and site
specific assessments for risks to ecological and human receptors;
preparation of site specific feasibility studies for remediation of
contaminated sites (Natural attenuation will always be considered as a
valid alternative.); performance of base-wide surveys to fulfill
various environmental regulations (e.g. industrial wastewater,
stormwater, Title V); performance of air toxic inventories; preparation
of and/or revisions to RCRA Part B permit applications for treatment
and/or storage (Conducting assessments or investigations in support of
the Part B permit applications.); preparation of air permit
applications to comply with requirements for any of the three air
districts; support of asbestos/lead abatement projects; and preparation
of NEPA environmental assessments. Please note that San Nicolas Island
is under China Lake's jurisdiction and this contract may include
projects for that remote site. The term of the contract will be 365
calendar days from the date of contract award, with a one-year option.
The Government has the option to extend this contract as needed for
project related services. A/E selection criteria will include (in order
of importance): (1) Recent specialized experience of the firm and
subconsultants in the preparation of studies, reports, and contract
documents related to the above listed areas of expertise. Do not list
more than a total of 10 projects in Block 8. Indicate which consultants
for the proposed team, ifany, participated in the preparation of topics
identified in this criteria. (2) Professional qualifications of the
staff and consultants. List only the members who will actually manage
the project and perform major tasks. Identify and specifically relate
each staff member's experience with the areas of expertise identified
above. (3) Past performance on contracts with DOD branches and other
government agencies in terms of cost control, quality of work, and
compliance with performance schedules. Briefly describe internal
quality assurance and costs control procedures and indicate
effectiveness of those measures. List recent awards, commendations, and
other performance evaluation results. (4) Location in the general
geographic area and familiarity with the various codes and regulations,
as well as agency enforcement jurisdictions applicable to this area.
Briefly describe the firm and staff experience for each of the topics
identified in the areas of expertise for California. Application of
these criteria shallnot significantly reduce the appropriate number of
firms to be considered. (5) Capacity to accomplish the work in the
required time. Indicate the firm's and staff's capacity to ensure
consistency over a two year time period. (6) List the small or
disadvantaged or woman-owned business firms used as primary consultants
or as subconsultants. If a large business concern is selected for this
contract, they will be required to submit a subcontracting plan that
should reflect a minimum 5% Small Disadvantaged Business and 5% to
Women Owned Business of the amount to be subcontracted out. Those firms
which meet the requirements described in this announcement and wish to
be considered, must submit one copy each of a Standard Form (SF) 254
and SF 255 for the firm and a SF 254 for each consultant listed in
block 6 of the firm's SF 255. One copy of the submittal package is to
be received in this office no later than 2:00 PM Pacific Time on the
date indicated above. Should the due date fall on a weekend or holiday,
the submittal package will be due the first workday thereafter.
Submittals received after this date and time will not be considered.
Additional information requested of applying firms: Indicate
solicitation number in block 2b, CEC (Contractor Establishment Code)
and/or Duns number (for address listed in block 3) and TIN number in
block 3, telefax number (if any) in block 3a and discuss why the firm
is especially qualified based on the selection criteria in block 10 of
the SF 255. For firms applying with multiple offices, indicate the
office that completed each of the projects listed in block 8 and list
which office is under contract for any contracts listed in block 9. Use
block 10 of the SF 255 to provide any additional information desired.
Personal interviews will be scheduled prior to selection of the most
highly qualified firm. SF 255's shall not exceed 30 printed pages;
double sided are two pages; organizational charts and photographs are
excluded. Exception: Photographs with text will be considered as a
page).All information must be included on the SF 255 (cover letter,
other attachments and pages in excess of the 30 page limit will not be
included in the evaluation process). Firms not providing the requested
information in the format (i.e. listing more than ten (10) projects in
block 8, not providing a brief description of the quality control
plan, not listing which office of multiple office firms completed
projects listed in block 8, etc.) directed by this synopsis may be
negatively evaluated under selection criteria (3). Firms, their
subsidiaries, or affiliates, which design or prepare specifications for
a construction contract or procurement of supplies, cannot provide the
construction or supplies. This limitation also applies to subsidiaries
and affiliates of the firm. THIS IS NOT A REQUEST FOR PROPOSAL.
Telegraphic and facsimile SF 255's will not be accepted. In accordance
with DFAR 252.204-7004, all firms must be registered with the Central
Contractor Registration (CCR) prior to any award of a contract.
