April 7, 2000, the Goddard Space Flight Center (GSFC) published a
sources sought synopsis in the print version of the Commerce Business
Daily (CBD) advertising the requirement for services to support Very
Long Baseline Interferometry. The same notice appeared in the
electronic version of the CBD on April 5, 2000. GSFC planned the
procurement to be a competitive set-aside for small business concerns,
including small disadvantaged businesses, women-owned small
businesses, HBCU's and OMI's and qualified HUBZone small business
concerns. However, the only respondent to the synopsis was the
incumbent, a woman-owned small business. GSFC is currently conducting
an active market survey of known small businesses meeting the SIC Code
and Size Standard of 8731 and 500 employees, respectively, to see if
a competition among small businesses can be fostered. Should that
effort be unsuccessful, GSFC would hold a full and open competition, if
feasible. If full and open competition is not feasible, then a sole
sourcecontract will be negotiated with the incumbent. In order to
preserve the procurement schedule, GSFC needs to know now whether there
are any concerns, either small or large, that are interested in and
capable of satisfying the requirement. This procurement is not for a
commercial item subject to FAR Part 12. See Note 26. The DPAS rating
for this procurement is DO-C9. To facilitate a prompt review by the
NASA team, a one (1) page summary shall be affixed to the front of the
capability statement submitted which identifies for the evaluator, by
page and paragraph, your company's relevant capability. It is
insufficient to provide only general brochures or generic information.
Your response must specifically address your capability regarding the
VLBI procurement. Copies of your capability statements must not
contain confidential commercial or financial information. If a
competitive procurement is determined to be feasible, then a draft RFP
may be issued. Interested parties may be given two weeks to provide
comments. Providing comments to the Draft RFP is not mandatory. The
decision to include industry comments in the final RFP is at the
discretion of the Government. Any subsequent RFP will be synopsized
prior to its release. In accordance with FAR 52.215-3, Request for
Information or Solicitation for Planning Purposes (OCT 1997), the
Government does not intend to award a contract on the basis of the
Draft RFP, or to otherwise pay for the information solicited. An
ombudsman has been appointed. See NASA-specific lettered Note "B". A
draft Statement of Work (SOW) for the VLBI procurement has been posted
on the World Wide Web. It is essential that you read it before
