This is a combined synopsis/solicitation for purchase of a commercial item in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is EMV-2000-RQ-0028. The solicitation is issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-14. This procurement is a small business set-aside. The SIC Code applicable to this RFQ is 2392. The small business size standard is 500 employees. The Federal Emergency Management Agency proposes to procure Blankets for disaster sites. MANDATORY SPECIFICATIONS: Northwest Woolen Mills Blankets, Style #5301, or approved equal. Qty: 10,500, 30% Wool, 70% Synthetic, Size: 62"x 80", Weight: 2.75lbs, Color: Grey (flame retarded), Palletized: 40" x 48" four way pallets. All the above specifications are considered mandatory and must be met by an offeror's product in order for the product to be considered. Failure to meet any of the above specifications will eliminate that particular product from further consideration. DELIVERY REQUIREMENTS: FOB Destination. The Contractor is to provide their best delivery schedule. The Government's minimum delivery schedule is 30 days after receipt of order. The Government will accept and inspect the Blankets at the Federal Emergency Management Agency (FEMA) Territory Logistics Center, located at 4552 North 2nd Street, Bldg 212B, Fort Gillem, Forest Park, GA 30297. DESCRIPTIVE LITERATURE: Contractor is to provide descriptive literature of proposed product to be furnished in accordance with FAR Clause 52.212-1 "Instructions to Offeror's -- Commercial Items", Section b(f). Failure of an Offeror to submit descriptive literature for a proposed "or equal" product will result in that product being rejected from further consideration. Further, descriptive literature which fails to show that the proposed product(s) complies with the requirements stated above will result in the rejection of the product. EVALUATION INFORMATION: Contractor must meet all the requirements detailed within this solicitation. Proposal Preparation Instructions: The provision at 52.212-1, Instructions to Offeror's -- Commercial, applies to this acquisition. Offeror's shall provide a firm fixed-price for Item 001: Successful contractor must meet all the responsibility requirements of Subpart 9.1 of the Federal Acquisition Regulation (FAR). Offeror's are to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with their response.
