This solicitation is issued as a continuous solicitation for Federal
Supply Schedule Group 23, Part 1, from which the Government
contemplates award of contracts for supplies listed in the Schedule of
Items. The schedule of items covers 12 Special Item Numbers (SINs) for
FSC 23, including All Terrain Vehicles (ATV's), Utility Vehicles,
Bicycles and Tricycles, Motorcycles, Snowmobiles, and Introduction of
New Products. The scope is expanded to include worldwide delivery. FOB
Origin terms apply to both domestic (the 48 contiguous United States
and Washington D.C.) and worldwide scope. Contact points for locations
outside the domestic scope are mandatory in order to provide those
locations with local assistance. This solicitation will remain in
effect unless amended and/or replaced by an updated solicitation.
Multiple Award Schedule solicitations are "standing" opportunities for
new offers. There is no closing date for receipt of offers; therefore,
offers may be submitted for consideration at any time during the life
of this solicitation. The Federal Supply Schedule period is continuous,
and will contain contracts with periods that commence on the date of
award (DOA) and expire five years (exclusive of any options) from the
DOA unless further extended pursuant to any Option to Extend the Term
of the Contract (resulting contracts will contain provisions for three
5-year option periods), or canceled sooner. Offers will be accepted
for brands identical to those currently awarded. All contracts will be
indefinite delivery, indefinite quantity contracts with $100
guaranteed minimum for the contract period. The Introduction of New
Products is designated for items that do not fit in any other SIN.
Various clauses including Clause I-FSS-599, Electronic Commerce --
Federal Acquisition Network (FACNET), which implements GSA Advantage
(GSA's On-Line Shopping Program) are included. Acceptance of the
Government Purchase Card is mandatory for payments equal to or less
than the micro-purchase threshold for oral or writtendelivery orders.
You must be capable of receiving payment by Electronic Funds Transfer
(EFT) in accordance with Prompt Payment Act (31 U.S.C. 3903) and Office
of Management and Budget (OMB) Circular A-125, Prompt Payment. All
contracts to be awarded include Industrial Funding provisions. GSA is
