The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis with Dr. Richard Suenram, Germantown, Maryland, for maintenance services for four (4) Fourier-transform microwave (FTMW) spectrometers at Edgewood Chemical and Biological Center in Aberdeen, Maryland and at NIST. The Contractor shall also obtain and assign the rotational spectra of some compounds using the technique of Fourier transform microwave spectroscopy. Deliverables shall be monthly progress reports and a final report. F.O.B. Destination, Gaithersburg, Maryland. The period of performance shall be one year from date of award. This is a sole source requirement with Dr. Suenram because he is a world-renowned scientist and expert in FTMW and chemical warfare agents. He is the only person with the expertise to carry out the proposed project. Simplified Acquisition Procedures are being used for this award. A quotation shall be requested from Dr. Suenram and a purchase order will be awarded approximately May 15, 2000. This is not a request for quotations. However, all expressions of interest received before 3:00 PM., local time, May 12, 2000 will be considered by the agency. Vendors shall describe their capabilities in enough detail for a determination to be made. A determination by the Government not to compete this proposed purchase order based on responses to this notice is solely within the discretion of the Contracting Officer.
