sources sought synopsis is to obtain information from sources that feel
they are capable of providing engineering and technical support
services in the following functional areas: carrier based tactical
aircraft, shipboard capable vertical/short takeoff and landing
aircraft, maritime support aircraft, unmanned aircraft, tactical
weapons systems, support systems and equipment, and aircraft launch and
recovery equipment. This procurement will require engineering and
administrative support for reliability, maintainability, testability,
quality assurance, configuration management and control, diagnostic,
and system safety analyses during the design, development and
production cycles of Naval aircraft acquisition. Primary location for
services in support of this contract will be at the NAWCAD, Patuxent
River, MD. However, support services may be required at other NAWCAD
sites such as; Lakehurst, New Jersey. In addition, technical support
for project tests may be required for extended periods of time at
locations other than Patuxent River, MD. A draft Statement of Work is
available electronically to the interested parties, via the point of
contact below. The contract type is anticipated to be a cost plus fixed
fee. It is the Government's intent to award a single contract to the
offeror who provides the best value to the Government. The period of
performance is estimated at one base year plus four 1 year options. The
estimated level of effort is approximately 460,000 hours over the five
year period, approximately 90,000 hours per year. The Government
intends to use a Best Value evaluation process in order to award to
that offeror(s) who represent the best value to the government with
respect to technical capability and price. It is requested that
interested parties submit a capability statement/documentation (under
10 pages) specifically addressing the Statement of Work tasking,
potential teaming arrangements, related past performance, general
corporate information, and their business size. Responses from small
business teams are encouraged. Responses shall be submitted no later
than 11 May 2000, to the Contracts Department, Attn: Jason Lev, Code

This announcement is NOT a Request for Proposal. This is a sources
sought and does not commit the Government to award a contract under the
above listed terms. It is anticipated that a request for proposals will
be available through the NAVAIR homepage approximately in Summer 2000.
