National Cancer Institute (NCI), on behalf of the National Institute of
Neurological Disorders and Stroke (NINDS), Neuroepidemiology Branch,
plans to procure the services of the March of Dimes in California, 3031
"F" St. #100, Sacramento, CA 95816. The support services are needed for
the study of the California Cerebral Palsy Project. Background: The
Neuroepidemiology Branch has been investigating the etiology and
mechanisms of disease in cerebral palsy, mental retardation and autism,
in cooperation with the March of Dimes/California Birth Defects
Monitoring Program, Cerebral Palsy Project. The objective of the
studies is to identify and conduct case-control studies in children
with moderate or severe congenital palsy, or in those with mental
retardation or autism. Requirement: The Contractor shall provide the
necessary facilities, personnel, supplies and supervision required to
provide the NINDS with support services for the California Cerebral
Palsy Project. The project has been ongoing and inorder to continue the
analyses of data, the contractor shall be responsible for: 1. Prepare
written reports on the newborn screening blood spots pulled and
submitted to laboratory for analysis. 2. Linking the California
Cerebral Palsy Project data bases with Newborn Screening data base to
obtain thyroid screening data on children with cerebral palsy (CP),
mental retardation, autism and control children, including file
management and documentation. 3. Perform record linkage of children
with these conditions with CA Genetic Disease Branch data on newborn
screening and data on prenatal diagnosis. 4. Conducting basic analyses
of association between newborn screening thyroid values and risk of CP
among very low birthweight (VLBW) babies 5. Preparing written reports
on final results to be used as a basis for published articles including
creating, managing, and documenting analytic files of data on VLBW
babies with CP and control babies. 6. Examine the role of maternal
infection and risk of CP. Conducting basic analyses of the association
between maternal infection and risk of CP in VLWB babies. 7. Providing
a research assistant to work with the Project manager/Epidemiologist in
preparing written reports on the results which will serve as a basis
for published articles. The Neuroepidemiology Branch plans to award a
cost reimbursement, level -of-effort contract for a base year with four
one-year options. Since only the March of Dimes has rights to the data
for these ongoing studies, the March of Dimes is the only known source
that can meet the above requirements. Authority for this action is 41
