The Federal Highway Administration has a requirement to develop a comprehensive guide for a Tunnel Management System for public roads, which would offer States, and other tunnel authorities, guidance and procedures to evaluate tunnel conditions; provide early warning assessments of strucural and other deficiencies; and coordinate the planning of corrective and preventive actions through a comprehensive tunnel management guide and system. The project will be divided into two phases. Phase 1 of the project will primarily involve the collection, assembling and the development of databases; and the development of a work plan for a Tunnel Management System. Phase 2 of the project will primarily include the actual design and development of a Tunnel Management System, including the development of software, databases and written guidance for the Tunnel Management System. The solicitation, all related documents and amendments, if any, will only be released and available electronically through the Electronic Posting System (EPS)at http://www.eps.gov under the _EPS for Vendors_ option followed by selection of the _DOT_ Center.
