SPAWAR System Center Charleston intends to award a competitive contract
for commercial off-the-shelf (COTS) INMARSAT B Satellite Communication
System hardware, installation and support estimated in the amount of
$4,998.650. The equipment proposed under this RFP, in addition to
meeting all government requirements will also be required to allow for
integration/up-grade of system capabilities into a single common
operating system. The INMARSAT system's software MUST be compatible
with INMARSAT SDM CN17. The equipment offered shall be "Approved" by
the International Maritime Satellite (INMARSAT) operating system
Organization on or before the date of award and capable of achieving
"commissioning" by INMARSAT upon installation. Each system must have
the ability to operate from one primary or central operation station
and, as appropriate, independently from multiple remotely located
operation stations throughout the ship (i.e., remote telephones,
facsimiles, computers, etc.). The equipment offered shall also be
required to interface with this private sector satellite communications
system and therefore, meet all requirements of commercial operator. The
equipment shall provide for a "transmit disable circuit" (emission
control). While the system is in emission control (EMCON), the system
shall operate in receive only mode. As a minimum the "transmit disable
circuit" shall be key operated. The contract will be for a base year
and 4 one-year options, and will result in an Indefinite Delivery,
Indefinite Quantity type contract. All responsible sources may submit
a proposal, which shall be considered by the agency in response to this
solicitation. It is anticipated that the RFP will be available on or
about 17 May 2000 on the SPAWARSYSCEN Charleston RFP web page address
link below. It is the responsibility of the interested parties to
independently review this web page frequently for updates to any and
