Dawn.remick@miself.ang.af.mil. The purpose of this synopsis is to gain
knowledge of potential HUBZone, Women owned, Small and Small
Disadvantaged Business concerns. Selfridge Air National Guard Base,
Michigan anticipates the solicitation and award of multiple award Best
Value Task Order Contracts (TOC). Three separate Multiple Award
Contracts, with up to five awards each are anticipated. Project one:
Multiple awards are anticipated for multiple disciplines, including the
areas of general construction, mechanical and electrical. Project two:
Multiple awards are anticipated for roofing and associated services.
Types of roof, but is not limited to Slate, Ply-modified Bitumen,
Liquid Spray Applied Membrane, Sheet Metal/Standing seam and Asphalt.
Project three: Multiple awards for horizontal construction services, to
include but not limited to projects for roads, taxiways, aircraft
parking aprons. Design build type delivery orders, for related
services, may also be issed under these contracts. Delivery Orders will
be issued to Task Order Contract contractors based on low competitive
price, or a combination of price and other factors in accordance with
FAR 16.504a(4)(iv). Delivery orders may be issued for a period of 365
days with not more than three one-year option periods. Delivery Orders
shall not exceed a cumulative amount of $10 million to one contractor
over the life of the contract, to include options years. Individual
delivery order will not exceed $2 million. Source selection procedures
will be utilized to determine awardees of Basic contracts. Contractors
are advised that all contracts include a 60-minute response time
requirement for emergency situations. All interested HUBZone, Women
Owned, Small and Small Disadvantaged Business concerns will provide
this office, in writing, a notice stating their positive intention to
submit a proposal as a prime contractor no later than 20 May 2000. This
notification which shall not exceed five typewritten pages, must
include (1) positive statement of intent to bid as a prime contractor,
(2) Identification of firm with appropriate status, Small Women-Owned,
Small Disadvantaged, or HUBZone as appropriate. Status of HUBZone
contractors will be verified via SBA PROnet. (3) A listing of projects
completed during the past three years, both for the Governemnt and
private industry. Type of project, dollar value, Contract number and
location, and Point of Contact. Indicate if you were prime or
subcontractor, and if subcontractor provide name and point of contact
for the prime contractor. (4) A brief outline of resources,
subcontractors, and key personnel that would be used to accomplish
delivery order requirements. Information shall be provided either in

Contractors outside of the South-Eastern Michigan area are advised of
an existing sigificant labor shortage in the construction trades in
