plans to issue a Request for Offer (RFO) for the following: The
contractor represents the Principal Investigator to all levels of
International Space Station (ISS) Program management and technical
development personnel, and represents the status and capabilities of
the ISS to the research community. The contractor serves as a surrogate
researcher for the ISS to bridge between the research and engineering
communities. This function represents research disciplines that cover
Human Life Science, Fundamental Biology, Microgravity Science (with
sub-disciplines in Fluid Physics, Combustion Physics, Fundamental
Physics, Materials Science, and Biotechnology), Engineering Research
& Technology Development, Space Science, and Earth Science. As
well, commercial interests spanning the range of research disciplines
will be represented. The primary criteria for qualification is the
breadth and depth of knowledge and experience of personnel across all
these disciplines to ensure credibility in the research and engineering
communities. The contractor maintains an indepth understanding of the
unique research methods employed in each discipline, and the
instrumentation and processes used in the laboratory (or observatory).
The contractor translates the requirements into engineering
specifications for the ISS, and then represents these requirements to
all levels of the Program to ensure that they are adequately
implemented. The contractor integrates the requirements from all
disciplines and builds overall strategies for the ISS development and
operations to ensure success in all areas. As a critical element of
this integration, modeling of the operations of the research
laboratories and observatories is conducted to identify and understand
potential limitations in research capability of the ISS, and to
develop strategies for optimizing the overall research output. A broad
understanding of the ISS, ISS Subsystems, and ISS Operations is
required to ensure adequate research integration. The Government does
not intend to acquire a commercial item using FAR Part 12. See Note 26.
The SIC Code and Size Standard are 8711 and $4 million, respectively.
The DPAS Rating for this procurement is DO-C9. The provisions and
clauses in the RFO and model contract are those in effect through FAC
97-17. All qualified responsible sources may submit an offer which
shall be considered by the agency. The anticipated release date of the
RFO is on or about May 23, 2000 with an anticipated offer due date of
on or about June 23, 2000. An ombudsman has been appointed -- See
Internet Note "B". The solicitation and any documents related to this
procurement will be available over the Internet. These documents will
be in Microsoft Office Suite (Word 6.0, Excel 5.0, PowerPoint 4.0)
format and will reside on a World Wide Web (WWW) server, which may be

Prospective offerors shall notify this office of their intent to submit
