NASA/MSFC plans to issue a Request for Quotation (RFQ) for Acoustic
Emission System. The Digital Acoustic Emission Inspection System must
meet the following Specs: Capacity of 24 channels, PC Based, Modular
System using the Standard PCI Bus. Industrial PC of no less than 300MHZ
speed with keyboard, monitor, hard, diskette and CD Rom drives
included. Hardware must provide 16 bit, 10 MHZ A/D conversion and high
and low pass filters and parametric inputs. The system must provide
collection of parametric and waveform data with real time display.
Event location by triangular or planar array must also be provided. On
site instructions for three engineers in the features and use of this
sytem must be provided. This must be compatible with existing
laboratory equipment provided by Physical Acoustics Corporation.
Quantity: 1 each. This procurement is being conducted under the
Simplified Acquisition Procedures (SAP). NASA/MSFC intends to purchase
the items from Physical Acoustics Corporation, 195 Clarksville Road,
Lawrenceville, NJ 08648. This recommendation is made pursuant to FAR
13.106-1(b)(1). The Government intends to acquire a commercial item
using FAR Part 12. Interested organizations may submit their
capabilities and qualifications to perform the effort in writing to the
identified point of contact not later than 4:30 p.m. local time on May
8, 2000. Such capabilities/qualifications will be evaluated solely for
the purpose of determining whether or not to conduct this procurement
on a competitive basis. A determination by the Government not to
compete this proposed effort on a full and open competition basis,
based upon responses to this notice is solely within the discretion of
the government. Oral communications are acceptable in response to this
notice. All responsible sources may submit an offer which shall be
considered by the agency. An Ombudsman has been appointed. See Internet
