areas, conference rooms, record storage, dental and medical examination
area, library, shipping and receiving. Supporting facilities include
utilities; electric service; fire protection and alarm system; parking;
walks, curbs and gutters; storm drainage; information systems;
pedestrian overpass; traffic signal; and site improvements. Access for
the handicapped will be provided. Provide exterior lighting for Anti-
Terrorism/Force Protection. The plans and specifications will be
placed on Compact Disk (CD-ROM) and will be provided free of charge.
Plans and specifications will not be provided in a paper hard copy
format. The Government intends to issue this solicitation through the
use of the Internet and CD ROM. Amendments to this solicitation will be
issued as Internet or CD ROM only. No additional media (Floppy Disks,
Faxes, or paper) will be provided unless the Government determines that
it is necessary. Contractors may view/download this solicitation and
all amendments from the Internet after solicitation issuance at the
following Internet address: http://ebs.swf.usace.army.mil. All offerors
are required to check the Ft. Worth District Contracting Division
website daily to be notified of any changes to this solicitation.
Estimated Cost Range: $10,000,000 and $25,000,000. Solicitation to be
issued on or about May 15, 2000. Proposals are due on or about June 28,
2000. Duration of contract is approximately 365 calendar days. This is
an unrestricted solicitation. If a large business firm intends to
submit a proposal, it must comply with FAR 52.219-9 clause regarding
the requirement for a subcontracting plan. The Fort Worth District
goals are as follows (expressed as a percentage of the contractor's
total planned subcontract amount): Small Business -- 61.2%; Small
Disadvantage Business -- 9.1%; Women-Owned Small Business -- 5.0%;
Historically Black Colleges & Universities/Minority Institutions
(where applicable) -- 2.0%; and HUBZone Small Business -- 0.5%. Offers
