T -- The Postal Service is issuing a solicitation to prequalify suppliers for inclusion on a prequalification list. The requirement will be for a long term contract to support the Stamps by Mail (PS Form 3227) Program for US Postal facilities throughout the United States. This program requires a three-panel form with an attached envelope, bang-tail, and glue-tack. Historical annual usage has varied from 90-200 million forms. The USPS is seeking a one-stop shop, i.e., a supplier that can fulfill all the functions of the program. This supplier must be capable of handling all aspects including graphic changes, accepting orders, printing, overprinting, order fulfillment, shipping, billing, and record keeping. A preproposal conference is scheduled for May 18, 2000 at the Mpls PMSC.
