source, Firm Fixed Price contract, utilizing Commercial Acquisition
Procedures to COMSAT General Corporation, Bethesda, MD. This contract
is to provide periodic asymmetrical 2 3 Mb/s communication data
services between CONUS and a government furnished earth terminal at the
Scott-Amundsen Station, South Pole, Antarctica, commencing in FY 01. To
meet these requirements, the contractor shall provide satellite Space
Segment services consisting of a satellite in a geosnychronous and
inclined orbit (>12.5 degrees) with sufficient transponder resources
is required. The satellite must also be visible to an Earth Station in
the continental United States. Due to cost constraints, double-hop or
overseas terrestrial backhaul circuits cannot be employed. COMSAT
General Corporation's MARISAT-F2 satellite meets the particular
requirements necessary for communications with the South Pole. MARISAT
F-2 is currently available for use. The MARISAT Satellite is in an
inclined and geosynchronous orbit and will enable substantial periods
of connectivity for a station at the South Pole. The data rates are
dependent upon the technical parameters of both earth stations and
inter-system interference constraints, but are estimated to be 2.4 MBS
toward the South Pole and 3.1 MBS from the South Pole. MARISAT has
sufficient fuel remaining to provide communications between the South
Pole and the CONUS for at least 4-6 hours per day for the next 5 years.
COMSAT General Corporation, as the owner/operator of the MARISAT F-2
satellite is the only known source that can provide the necessary
satellite Space Segment and Teleport services to meet mission
requirements. This requirement is considered to be a sole source to
COMSAT General Corporation. No solicitation will be made available as
a result of this announcement. Parties interested in subcontracting
