NASA/MSFC plans to issue a Request for Quotation (RFQ) for LMS VXI
System Upgrade, Laser Vibrometer & Time Data Software consisting of
a Laser Vibrometer System Bundle (P/N X-HL00.12.B), Operational Modal
Analysis Module (P/N X-P50.07.2), TMON and Throughput Acquisition
Bundle (P/N X-P14.60.SB), Reporting Seat (P/N NT-REP.01.1), Modal
Testing and Analysis Bundle (P/N T-V12.14.B), TMON, Throughput and
Acquisition Bundle (P/N T-P60.SB), Interix/Exceed Bundle (P/N
T-Interix). This procurement is being conducted using Simplified
Acquisition Procedures (SAP). NASA/MSFC intends to purchase the items
from LMS North America, 5455 Corporate Drive, Suite 303, Troy, MI
48098. Pursuant to 10 U.S.C. 2304 (c)(1), competition is impractical
for the following reasons: (1) The information technology required is
proprietary to LMS North America and is not available from any other
source. (2) MSFC currently uses LMS CADA-X workstations to support
critical, on-going testing of space flight components. Purchase of
additional information technology from LMS North America will expand
existing testing capability and insure absolute compatibility with
existing information technology. (3) Replacing existing LMS North
America workstations and software with another manufacturer's product
is cost, training, and schedule prohibitive. The Government intends to
acquire a commercial item using FAR Part 12. Interested organizations
may submit their capabilities and qualifications to perform the effort
in writing to the identified point of contact not later than 4:30 p.m.
local time on May 15, 2000. Such capabilities/qualifications will be
evaluated solely for the purpose of determining whether or not to
conduct this procurement on a competitive basis. A determination by the
Government not to compete this proposed effort on a full and open
competition basis, based upon responses to this notice is solely within
the discretion of the government. Oral communications are not
acceptable in response to this notice. An Ombudsman has been appointed.
