NASA/GRC plans to issue a Request for Quotation (RFQ) to fabricate one lot of prototype electrodes using Eagle Picher Technologies proprietary process with an option to procure six 50 AH IPV Nickel-Hydrogen battery cells incorporating these electrodes. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GRC intends to purchase the items from Eagle Picher Technologies, Colorado Springs, CO. The statutory authority permitting other than full and open competition is, 10 U.S.C. 2304(c)(1); Only one responsible source and no other supplies or services will satisfy agency requirements.
