Z -- INDEFINITE QUANTITY CONTRACT/CONSTRUCTION -- SOUTHWEST AREA -- ARKANSAS, LOUISIANA, OKLAHOMA AND TEXAS SOL 482980-00-A-0741 DUE 060100 POC Mr. Randy McDermott, Area Environmental Compliance Coordinator, 214/819-8768 Indefinite Quantity Contract for an environmental consultant on Postal Service owned and leased facilities located in Arkansas, Louisiana, Oklahoma and Texas. It is anticipated that the services required may include the following: 1. Hazardous and solid waste management (includes waste stream assessments, and recycling plans). 2. Identification of hazardous/toxic materials in existing buildings (asbestos, lead paint, PCBs, etc.), remedial actions permitting, and preparation of operation/maintenance plans. 3. Preparation of environmental assessments to comply with National Environmental Policy Act (NEPA). 4. Preparation of environmental site assessments associated with the acquisition, leasing, and disposal of real property per ASTM standards. 5. Multi-media compliance audits at existing Postal Service facilities. 6. Floodplain and wetland studies, including permitting. 7. Land surveys and subsurface investigations. 8. Storm water planning and permitting. 9. Air quality consulting including permitting, air conformity analysis, transportation plans, alternative fuel vehicle management. 10. Assessment and implementation of remedial actions for the cleanup of contaminated real property. 11. Design and production of environmental training programs and materials, includes instruction. 12. Assist with program/project management, includes professional staff support at Postal Service project offices, project monitoring, design review. 13. Safety and security management. 14. Other services required to meet the Postal Services environmental compliance mission. The contract for environmental services will be for a term of two years with three, one-year renewal options for a total of five years, with individual work orders being issued. Each work order will be negotiated as an individual project. Work orders for any one project cannot exceed $250,000 and the total contract cannot exceed $500,000 for each 12-month contract period. The total amount of work ordered over the five-year period may not exceed $5,000,000, or be less than $5,000. Firms that have the qualifications to perform the services described previously are invited to submit a completed SF 255, Architect-Engineer and Related Services Questionnaire for a Specific Project, a completed SF 254, Architect-Engineer and Related Services Questionnaire, and a completed SF 254 for each of its proposed consultants to the office shown above postmarked not later than May 24, 2000. The selection will be conducted by using the submitted SF 255 and SF 254s. Interested firms with more than one office must indicate on their SF 255 the staffing composition of the office in which the work will be performed. Consideration will be given to firms responding to this advertisement in accordance with instructions in the following order of preference: 1. Office within the state of Texas. 2. Office within the Southwest Area (encompassing the states of Arkansas, Louisiana, Oklahoma or Texas). 3. All others. Other factors include Postal experience, technical competence in providing the listed anticipated services and current state license for asbestos/lead paint surveys, project design and supervision. The contract contains a requirement for firms to provide evidence of current insurance of $200,000 of errors and omissions per claim. It is prohibited to pay any fee, commission, percentage, or brokerage fee to any person or firm contingent upon or resulting from award of a contract for this project.
