requirement for a commercially developed Navigation and Targeting
Thermal Imaging FLIR system for the USMC UH-1N aircraft. The system
must have at a minimum all the technical capabilities and operational
functions of the existing AN/AAQ-22C Navigation Thermal Imaging System
(NTIS) and incorporate a laser designator. Detailed performance and
technical specifications will be available with the solicitation.
Specifics minimally include but are not limited to the following:
Medium Wave Infrared (MWIR) thermal imager focal plane array, eye-safe
laser range-finder, laser designator operating at 1.06mm, MIL-STD
1553B capability and a black and white or color camera. The system must
interface with existing UH-1N video recorder and video display unit.
All components are required to mount to existing UH-1N hardware without
changes to the mechanical interfaces, actual aircraft airframe or
software interfaces (compatible with existing UH-1N Control Display
Navigational Unit (CDNU) Operational Flight Program (OFP) version A.2
Software). The total weight of the proposed system shall not exceed 155
pounds, turret weight shall not exceed the weight capabilities of the
existing UH-1N aircraft nose structure of 125 pounds. The system shall
allow for future technology upgrades such as: image fusion,
hyperspectral imaging, Staring Long Wave Infrared (LWIR) thermal
imager, larger LWIR and MWIR focal plane arrays, and inertial measuring
unit within turret. The system shall use existing support equipment for
operational level maintenance. The solicitation will be structured so
offerors may choose to propose a new FLIR system or offerors may choose
to propose a modification to Government furnished AN/AAQ-22A and
AN/AAQ-22C systems (FLIR Systems Incorporated model numbers 99000400
& 99000405 respectively). Offerors may also submit a proposal for
both technical approaches. This acquisition will be processed on the
basis of "best value." A performance specification will be provided
which will contain the Government's minimum requirements and
performance objectives/goals. Evaluation criteria shall minimally
consist of technical, past performance, delivery schedule and price.
The solicitation will result in a fixed-price, indefinite delivery
contract with a duration of five years. For either the new sensor
system approach or the modification of existing Government Furnished
Equipment (GFE) approach, the Government will procure a minimum of one
(1) system for performance evaluation, with a potential maximum of 125
systems. Delivery of the first system shall be required within 90 days
from receipt of order. Currently 55 UH-1N FLIRs are in the AN/AAQ-22A
configuration and 70 UH-1N FLIRs are in the AN/AAQ-22C configuration.
Delivery shall be FOB destination. The solicitation will be provided
electronically by accessing Crane's world wide web location at
