"The USAF is requesting cost information for follow-on support for the
Republic of Korea Government's (ROKG) Peace Krypton System. The Peace
Krypton System includes four modified Hawker 800 XP jet aircraft
(manufactured by Raytheon Aircraft Company) and ground and airborne
prime mission equipment (PME). The follow-on support period of
performance is three years, beginning two years after system delivery
(delivery is scheduled for 9 December 2000). Each major follow-on
support element and their sub-elements should be priced separately for
PME, aircraft unique modifications, and aircraft common systems. The
elements should include, but not be limited to, the following: Spares
(maintain OCONUS stock levels for ROKG Organizational and Intermediate
level maintenance, maintain CONUS inventory for contract maintenance,
maintain inventory for support/test equipment, provide packaging,
handling, and inventory control services, provide
infrastructure/process to meet a 30 to 45 day turn-around- time from
dock to dock); Provide support equipment and support for support
equipment; In-country technical representatives (include the number of
personnel for maintenance and support of all hardware, software, and
operations); In-plant technical support (provide facilities,
infrastructure and number of personnel to support depot maintenance
activities, factory repair and return shipping service for contractor
developed and commercial-off-the- shelf items, configuration control,
packaging, handling, and shipping services, and software engineering
support); Maintain a logistics management system/data base; Engineering
support (technology refresh, parts obsolescence work-arounds,
reliability/maintainability, changes to system configuration,
engineering change proposal resources for technology improvements,
hardware upgrades, capability upgrades, and compatibility changes);
Technical data (provide maintenance and updates beginning three years
after system delivery and for an initial period of two years); Training
(initial and refresher maintenance and operator training and monitor
PME changes that require additional training); Support program
management reviews with alternating US and ROK locations (one technical
and one logistics meeting annually), and Maintain a foreign liaison
officer at the prime contractor's facility. An Ombudsman has been
appointed to address concerns from offerors or potential offerors
during the proposal development phase of this acquisition. See Local
Note H. This acquisition involves data subject to export control laws
and regulations. Only contractors registered and certified with the
Defense Logistics Services Center (DLSC) shall be provided copies of
any future solicitation or other data subject to foreign disclosure
