Proposals are being requested and written solicitation will not be issued. Solicitation NIDA-00-JCA010 herein is a Request for Quotation (RFQ). (The solicitation document, previsions and cllauses herein are those in effect through FAC 90-46). The proposed solicitation contained herein is restricted to Small Business Concerns. delivery of the procured equipment shall be FOB DESTINATION, National Institute on Drug Abuse, 5500 Nathan Shock Drive, Baltimore, Maryland #21224. The Government anticipates to award a Firm Fixed-Price contract. The equipment is to be used for quantitative analysis of microscope images. The cooled CCD camera allows for high sensitivity, for acquisition of low ligh level fluorescence images. The software package allows for communication between the CCD camera and computer, as well as a high degree of versatility in quatitative image analysis. the "hazebuster" software is a decenvolution system that has the capacity to remove haze generated by out-of-focus light. For many purposes, this can substitute for the confocal microscope, thus reducing demand on the confocal microscope and providing major advantages of speed and simplicity. The following items need to be purchased: 1) Coolsnap fx -- Roper Scientific Cooled CCD Digital Camera; 2)IPLab for Mac V3.5 image processing & analysis software; 3) additional IPLab-MAC user; 4) Software extension modules for motion control under IPLab-MAC XYZ systems, motorized microscope stands, filter wheels and shutters, RS232 controllable devices via the serial port; 5) 1.0X (no lens) C-mount (specify microscope); 6) 25mm 6 pos filter wheel with control module includes mounting flange set; 7) Chroma 84,000 quad filter set with triple exciter (for use with Ludi filter whell and Zeiss microscope); 8)Hazebuster for Power Mac 12 bit current IPLab required; 9) installation and training includes custom macros for ease of use and automation. Specifications for the End-User's needs: Digital camera must have 6.7 micron square pixels (1300 x 1030); Digital camera must read out at 15 Megahertz; Digital camera must be cooled to -35 deg C; Digital camera must be 12 bits (4096 grey level); Digital camera must be pci compatible to use with current Power Macintoshes; Digital camera must work with IPLab Spectrum Software for the Macintosh; Digital camera must be integrated with an RBG liquid crystal filter to produce 24 but color images; Automatic filter wheel and shutter with multiple wave lengths must be integrated into IPLab spectrum software; Custom integration of system must be provided for specific customer applications; Installation and training must be supplied by company personel (not subcontracted out); Company must provide ongoing infield technical support. The following factors will be used to evaluate offers in descending order of importance: 1) price, 2) technical capability of item offered to meet the government's requirements, 3) past performance. Award will be based on the lowest price, technically acceptable offer from a vendor with a satisfactory past performance record.
