The U.S. Army Corps of Engineers (USACE), New Orleans District requires the creation and 3-d visualization of Geographic Information System (GIS) spatial data sets encompassing Jefferson and Orleans Parish, Louisiana. The primary goals are time animations both workstation and web based, which portray flooding, and 3d fly-thrus that visualize the environs with and without project conditions. Visualization tasks will include creating 3d computer models of SELA project features, the subject geographic area, and SELA project impacts for visualization on high-end graphics workstations and over the Internet. These 3d models of District projects and surrounding environs shall employ customized interfaces (both workstation and Web based) that allow execution of "what-if scenarios", time sequences of events, interaction with behavior models that simulate physical events, and upon which interactive "fly-thrus" can be performed. Visualization software shall include, but is not limited to the Visualization Tool Kit (VTK), Virtual Reality Modeling Language (VRML), Virtual Reality (VR), Extended Markup Language (XML), Java, Perl, C++ and other computerized animation technologies. Java scripts and applets will be used as needed for 3d web applications. Visualization products must incorporate multiple and various computer platforms (web based) and diverse user interface requirements, both Internet-based and technical workstation-based models.
