66 -- INSTRUMENTS & LABORATORY EQUIPMENT(GEL AND BLOT ANALYSIS SYSTEM) SOL RFQ-NCI-00093 DUE 050100 POC Cynthia Brown, Purchasing Agent, 301-402-4509, Todd Cole, Contracting Officer The National Institutes of Health, National Cancer (NCI), Laboratory of Tumor Immunology and Cell Biology has a need to procure a Gel and Blot Analysis system in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes a combined synopsis/solicitation, and a separate written solicitation will not be issued. The solicitation includes all applicable provisions and clauses in effect through FAR FAC 97-15. The Standard Industrial Classification Code is 3826 and the business size standard is 500. However, this requirement is not set-aside for small business. The Laboratory of Tumor Immunology and Cell Biology requires a single system capable of scanning storage phosphor screens, fluorescent DNA protein gels, chemifluorescent DNA/RNA, and protein blots on a single system utilizing one software program. Specifically, the laboratory requires a Gel and Blot Analysis System having the following salient characteristics: 1) shall accept storage phosphor screens mounted and unmounted up to 35 x 43 cm.; 2) shall include ImageQuant for Windows NT; 3) shall include Fragment Analysis and scanner control software for use with Windows NT; 4) shall include one 20 x 25 cm unmounted screen and cassette; 5)shall be a minimum of Pentium II 400 MHz Mini Tower system; 6)shall include a minimum of 64MB SDRAM; 7) shall include a minimum of ~8GB hard disk drive; 8)shall include a minimum of 30x variable CD-ROM drive; 9) shall include AGP video adapter with a minimum of 4MB video RAM; 10)shall include a minimum of a 17" SVCGA monitor; 11)shall include a BCI SCSI Interface card; 12) shall include a minimum of a 3com Fast Etherlink; 13) shall include a minimum of 10/100 Base-TX network adaptor; 14) shall include a minimum of Windows NT 4.0; and 15) shall include Microsoft Office Small Business Edition software or equal. The Gel and Blot analysis system shall be delivered F.O.B. Destination or FOB Origin with insurance provided and installed in the Laboratory of Tumor Immunology and Cell Biology's facility located at NIH in Bethesda, MD. Offerors must provide in writing descriptive literature, warranties, and/or other materials in sufficient detail to demonstrate that their quotation meets the foregoing requirements. The literature furnished must also show the item to which the requirements herein pertain. The anticipated purchase order will be awarded to the responsible offeror with the lowest -priced quotation that fully meets the foregoing requirements of this solicitation. This award document will incorporate the requirements at FAR Clause 52.213-4, Terms and Conditions Simplified Acquisitions. This solicitation incorporates the NCI Representations, Certifications and Other Statements of Offerors or Quotors (Simplified Acquisitions). Offerors must submit a complete copy of Representations and Certifications, including the provision for the DUNS Number (FAR Clause 52.204-6), with their offer. In addition the Representations and Certifications must be signed by an authorized representative of the offeror.
