Purchase includes one Metricon Model 2010 Prism Coupler with PRISM 200-P-1 installed with the following options: 200 -p-4, 2010-V0, 2010-TM with 633, 1300 and 11550NM capability, 2010-NSW-1550, 2010-NW-1300, 2010-GE, and 2010-WGL2. Requirements are for delivery FOB Destination to the Air Force Research Laboratory, Rome NY by05 May 2000. However, responsible interested sources may submit a quotation to the contract specialist NLT 28 April 2000, 2:30 pm EST. An Ombudsman has been appointed to hear significant concerns from offerors or potential offerors during the proposal development phase of this acquisition. Routine questions are not considered to be "significant concerns" and should be communicated directly to the Contracting Officer, E.J. Rena, Phone 315/330-7518. The purpose of the Ombudsman is not to diminish the authority of the contracting officer or program manager,but to communicate contractor concerns, issues, disagreements and recommendations to the appropriate government personnel. The Ombudsman for this acquisition is Vincent Palmiero, Chief, Policy and Management Division at phone 315-330-7746. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposal or in the source selection process. The Ombudsman should only be contacted with issues or problems that have not been previously brought to the attention of the Contract Specialist/Contracting Officer and could not be satisfactorily resolved at that level. Funds are not presently available. No award will be made under this solicitation until funds are made available. The Government reserves the right to cancel this solicitation either before or after the quote opening date.
