SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH
THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL
INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE
ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED AND A WRITTEN
SOLICITATION WILL NOT BE ISSUED. The solicitation number is UK0406 and
the solicitation is being issued as a Request for Quote (RFQ). The
solicitation document and incorporated provision and clauses are those
in effect through Federal Acquisition Circular 97-16. The
Environmental Protection Agency (EPA) anticipates that the contract
will be awarded as a result of full and open competition. A firm-fixed
price purchase order is anticipated to result from the award of this
solicitation. Award will be made using Simplified Acquisition
Procedures. The Contractor shall provide: (1) A Particle Size Analysis
System capable of analyzing samples: A) Using liquid suspension; B)
Having particle sizes from 0.4 to 2,000 microns; (2) Musthave the
following analysis modes and features: A) Technology: Fraunhofer laser
diffraction, Mie scattering, B) Specification of a pre-defined type of
distribution, C) Data Format: Channel group size and particle diameter
for differential and cumulative greater than or less than
distributions in volume %, surface area%, and number%, D) Size trend
charting: Capable of plotting any number of runs a curve and
determining immediately whether data is within set limits, E) Software
with supervisor password protection, F) Interpolation report capable
of showing% volume as < or > a specific size, G) A data format
that allows data to be sent to other facilities via fax or E-mail;
(3)Must meet or exceed the following Spectrometer and Particle Sizing
specification: A) Laser: Solid state 5mW, 4mW operating power, B)
Wavelenght: 750nm, C) Life expectancy: 70,000 hours, D) Control: Auto
alignment and in-line optical design, E) Size Channels: 92, G)
Detectors: 126, H) Amplifiers: High resolution 14 bit with variable
gain (1-384) for a wide dynamic range;(4) Shall be capable of operating
under the following environmental conditions: A) Temperature: 10 to 40
Celsius, B) Humidity: 0 to 90% without condensation, C) Altitude: sea
level to 3,000 meters; (5) Must have a Fluid Module that meets or
exceeds the following specifications: A) Wetted Materials: 304 and 316
stainless steel, glass, Teflon and Tygon hoses, Delrin hoses, BUNAN,
Vition and Kel-F seals and marine epoxy, B) Capacity: 800 ml, C) Pump
Flow Rate: Variable Speed, 4 to 16 L/Min, D) Tap Water Supply: 19
L/min, flow rate E)100 psig max and 30 psig min pressures, F) Software
controlled automatic rinse and fill; (6) Must be capable of analyzing
small volumes (~125ml), and micro volumes (~12ml) of sample in
addition to powders through the use of add on modules if desired at a
later date; (7) Must have a software data format that is
interchangeable with the Beckman/Coulter LS200 system; (8) Must have a
1 year full parts, labor, and travel warranty excluding damage due to
neglect (9)Trade-in allowance for Zetasizer Analyzer. The associated
Standard Industrial Code (SIC) is 3826 with a size standard of 500
employees. Award will be made to the lowest price meeting the
Governments's needs. The following FAR provisions shall apply to this

their offer a completed copy of provision 52.212-3, Offerors
