synopsis/solicitation for commercial items prepared in accordance with
FAR Subpart 12.6, as supplemented with additional information included
in this notice. This announcement constitutes the only solicitation;
quotations are being requested and a written solicitation will not be
issued. The solicitation number is RFQ-0-2007. FAR 52.219-6, Notice of
Small Business Set-Aside is applicable to this acquisition. The
standard industrial classification code is 3523. The small business
size standard is 500 employees. Quantity required 1. Item
specifications: Pine Cone Seed Extractor: The purpose of this machine
is to bounce various species of pine cones from one inch to 12 inches
long on a flat table to extract the seed without damaging the cones.
The machine operates as a continuous flow feed, bouncing cones hundreds
of times as they rotate and travel down an eccentric driven extractor
with rod screens on top of ball trays to extract the seed. The cones
are not crushed or broken as they travel down the extractor and the
cones are always visible and available for inspection. Machine
Specifications: 1)Overall length 26.5 feet ; 2) Extractor height 52.5
inches; 3) Discharge spout height 32 inches; 4) Screen width 36 inches
with a 10 inch trough including ball trays holding 2 inch rubber balls
to keep screens from blinding and help bounce the cones; 5) Overall
width 39 inches and 54 inches including drive motor; 6) Three discharge
chutes spaced evenly down extractor; 7) Extractor is open ended for
discharge of cones with a 20 inch overhang; 8) Screen is made of inch
rods on inch centers in high density polypropylene screen frames held
in place by two metal bars and clamps; 9) 3 HP 3/60/230/460 TEFC
electric motor and drives wired to connect to wall outlet; 10) Motor
starter and main on/off switch; 11) Emergency stop switch at both ends
of extractor; 12) Safety guards will be included to cover the motor
and drive assembly; 13) All parts and materials will be new and
available from commercial partssupply facilities; 14) All equipment
will be supplied needing only minor setup, adjustment and attachment to
the electrical utility; 15) All electrical devices will have individual
on/off switches and a component master switch located on the equipment
master panel near the operator workstation. Design drawings and
descriptive literature showing the quoted item meets or exceeds all
specifications included herein must accompany the quotation. Delivery
shall be FOB Destination to Bend Pine Nursery, Region 6 Seed
Extractory, 63095 Deschutes Market Rd, Bend, OR 97701 by August 1,
2000. The Government anticipates award of a contract resulting from
this solicitation to the responsive/responsible offeror whose offer
conforms to the solicitation and is most advantageous to the
Government. The provisions at FAR 52.212-2, Evaluation-Commercial
Items, 52.212-3, Offeror/Representations and Certifications-Commercial
Items, and 52.212-4, Contract Terms and Conditions-Commercial Items
apply to this solicitation. FAR 52.212-5, Contract Terms and Conditions
Required to Implement Statues or Executive Orders -- Commercial Items
with the following clauses also applies: 52.222-21, 52.222-26,
52.222-35, 52.222-36, 52.222-37, 52.225-3, and 52.232-36. Full text of

http://www.arnet.gov/far. The Government procurement card (VISA) will
be used under this contract/order for procurement and payment. The
parties agree that the price reflected in this order reflect use of the
purchase card. The Contractor notes that it is a violation of VISA
regulations to charge a premium for card transactions, but that the
vendor is permitted to offer discounts for cash payment. The Contractor
will not process a transaction for payment through the purchase card
clearinghouse until the purchased supplies have been shipped.
Contractors who are not set up to accept VISA payments will be paid by
check after receipt and acceptance of the item. The contractor shall
extend to the Government the full coverage of any standard commercial
warranty normally offered in a similar commercial sale, provided such
warranty is available at no additional cost to the Government. In the
event of a conflict, the terms and conditions of the contract shall
take precedence over the standard commercial warranty. Responses are
